AGRA PROJECT: MOBILE DATA COLLECTION & GEOPORTAL USER TRAINING IN GHANA

The Regional Centre for Mapping of Resources for Development (RCMRD), through the AGRA Project conducted a training workshop aimed at building the capacity of staff in the Ministry of Food and Agriculture (MoFA) in Ghana to monitor agricultural value chain investments using GIS and Earth observation information. A total of 30 participants (24 Males and 6 Females) were in attendance. The Training was held between May 31 and June 4, 2021.

The goal of the project is to build the capacity of Ministry of Food and Agriculture (MoFA) staff to monitor agricultural value chain investments using GIS and Earth observation information thereby strengthening their capacity for evidence-based policy, programming and Monitoring and Evaluation. The training was specifically tailored for staff from the Ministry of Food and Agriculture, in Aburi, Ghana. The participants were drawn from various departments of the Ministry including Policy, Planning, Monitoring and Evaluation (PPMED), Statistics, Research and Information (SRID), Fisheries, and Regional Directorates (Ashanti, Western and Eastern regions). 

The training workshop was structured to take five days and it encompassed the installation of the mobile application tool and an understanding of its aspects complete with set-up, trouble shooting and considering the additional features required by the ministry (dynamic data collection forms. The training was structured to enable participants customize data collection forms and ingest in the mobile application tool kit for use in data collection. The participants were further be trained in the back-end processing post data collection and how to review collected data. The training also covered the geoportal utilization by users including data upload, metadata generation, analytics and data/map management.

This was the fourth training in a series of trainings lined up under the AGRA project for each country. The aim of the trainings was to build the capacity of participants from Ministries of Agriculture in improved mobile data collection and digitized dataflows for increased effectiveness and better review of the agricultural production process for both short and long term and better project interventions monitoring.

After the training it was expected that 30 personnel from MoFA were equipped with the knowledge on how to use the AGRA mobile data collection tool and backend processing. They were also expected to engage in the data collection exercise as it was part of the training session as it offered an opportunity to learn by doing. Further the participants were able to gain knowledge on user geoportal utilization including data upload, metadata generation, data and map management.

It was agreed that an Administrator and developer training on web GIS server would be carried out for MoFA IT personnel on managing the GIS portal and database.

In terms of equipments support, a total of thirty tablets were handed over to the Deputy Director and Head of Monitoring and Evaluation Division (PPMED), Mr. Patrick Ofori, as part of the project’s initiative to equip the ministry with an aim of fostering continuous use of mobile application platform and web-based spatial data management. RCMRD was respresented by GIT Technical Experts Mr. Allan Maungu and Mr. Steve Otieno.
