To strengthen human and institutional capacities for the implementation of the AU agenda on land, the African Land Policy Centre (ALPC) has established a Network of Excellence on Land Governance in Africa (NELGA) in collaboration with the GIZ. NELGA is a partnership of leading African universities and research institutions with proven leadership in education, training and research on land governance. Among its objectives, NELGA notably aims to promote research in the field of land governance and to provide necessary data to support government policies, programs implementation as well as monitoring.
Against this background, the Regional Centre for Mapping of Resources for Development (RCMRD) and GCI – GeoConsult International, are jointly implementing a Land Data Platform (LDP) in four countries (Senegal, Rwanda, Tanzania and Botswana) to support NELGA in its mandate.
The objectives of the NELGA LDP are to:
§ Accumulate country- and region-specific sources of land-related information and guide the user in obtaining this information.
§ Provide necessary data to monitor government policy and program implementation.
§ Enable researchers across the continent to carry out applied research to inform policy dialogue, reforms etc.
The purpose of setting up a continental repository will be to make information (in the form of existing research, data, maps etc.) available to researchers on the continent and beyond to carry out applied research to inform policy dialogue and reforms, as well as providing them with the necessary data to monitor government policy and program implementation.
The main activities RCMRD is expected to undertake are indicated below:
§ Undertake data collection & assessment at country level.
§ Host the NELGA land data hub, perform maintenance and monitor its usage.
§ Carry out communication, outreach and awareness.
§ Launch the NELGA land data hub and offer capacity building.
