Ministry of Lands (Malawi) through the World Bank funded Agricultural Commercialization (AGCOM) project is currently implementing the national Land Information Management System (LIMS) in collaboration with Spatial Dimension (Trimble), RCMRD, ESRI South Africa, Africa Bees Limited (UK) and Kennedy Z36 Systems (Malawi).

The LIMS intends to automate business processes in the delivery of land administration services by linking the processes and datasets of the three key departments of Lands, Surveys and Physical planning as well as other key stakeholders involved in land management in Malawi. Key benefits of the LIMS include reduction of the time and costs associated with land transactions and registration; and improving efficiency and effectiveness in the delivery of land administration and management services.

The main objective of the training was to build capacity of LIMS system administrators to use administration tools to configure, customize and manage the Malawi LIMS Landfolio implementation. Training participants were drawn from LIMS system administration user group comprising of technical officers from departments of Lands, Surveys, Physical Planning and ICT.

The training focused on equipping the participants with theoretical and practical skills to configure the Malawi LIMS Landfolio through the inbuilt administration tools and modules. Trimble Landfolio is a standards-based and configurable software platform used to implement a comprehensive, automated, integrated and transparent land information management system for Malawi. The management of land rights, parties, basic administrative units, parcels and administrative source documents are the cornerstones of the Landfolio solution. Landfolio automates and integrates all key elements of land information and land administration management e.g., Land registration, Cadastre, Valuation, Physical planning, GIS, Electronic Payments and Reporting. Landfolio complies fully with the Land Administration Domain Model (LADM, ISO 19152). 

Participants were also trained on Portal Management on the e-government LIMS Portal, which complements the Landfolio application and is used by public users (lessees, lawyers, surveyors, etc.) to submit applications for land services in the Ministry. A total of 26 technical officers (18 Male and 8 Female) were trained and certified on LIMS system administration and Portal management. Training took place from 14th – 25th November 2022 at Sunbird Hotel in Lilongwe, Malawi.
